Alba Plata Management office. Organizational structure. Functions.
The Office of Management Alba Plata was create for the purpose of implementing the project, which is part of the Directorate General of Cultural Heritage of the Ministry of Culture. The Office of Management consists of six major areas (Economic, Legal, Architectural, Archaeological, Historical - Artistic and Tourism) and an administrative area where you can found a responsible.
The Management Office is responsible for all aspects of project development as well as information and queries to the Directorate General of Cultural Heritage (in regard to technical matters concerning the project) and the Directorate General of Heritage Economic and Financial Policy (for financial matters), if deemed necessary.
The Office of Management should promote the implementation of the project, as responsible for the management, ensuring that the provisions of the Convention are observed carefully, especially the timeliness, procurement procedures, respect for the accumulation of aid and the adequacy of the interventions described for each subproject. The office also must promote respect for the directives of the Council of the European Union Environment and many others that can be afected in this project.
The design and physical works of the subprojects is outsourced to companies outside experts, this ones should be in contact regularly with the Management Unit, who has final responsibility and final decision-making capacity.
A work program has been developed for each subproject, to those that included dates, budgets and specific information divided into the following phases: preparatory work, design of subprojects, subproject and start physical work of them. The preceding paragraphs are subdivided into smaller stages that allow more accurate monitoring, for example, acceptance of proposals, offer from the contracts, selection, date of completion of contracts, site visits and progress of the interventions themselves. The system used is identical to that used for the work done by Junta de Extremadura and other public authorities.
